QUESTIONS FOR THE CONSUMER PROTECTION COMMISSIONER NOMINEE

CURRENT ISSUES

1. The Department of Consumer Protection’s (DCP’s) “Do Not Call” List is extremely popular. And when a consumer signs up for it, he also signs up for the federal list. I understand that there are lawsuits over the federal list. Will they affect Connecticut’s program?

2. Legislation passed last year merges the Department of Agriculture with your department. What steps have you taken within your department to make certain that it will happen smoothly? Will the former Department of Agriculture be a separate division? Will the head of the agriculture unit report directly to you? Are you meeting with groups regulated by the Department of Agriculture?

3. The statutes prohibit liquor establishments from selling liquor to anyone under 21 years old. Should the law be tougher on either liquor business owners or minors to reduce the incidence of under-age drinking? How and where do minors get liquor?

AGENCY RESPONSIBILITIES

1. The former commissioner is now the commissioner of the Department of Public Works. When he changed jobs, he took much of DCP’s top administrative staff with him. How are you replacing the departed managers? How do you handle the loss of institutional knowledge?

2. There is a plethora of different types of liquor permits. Many of these permits are for businesses that differ only slightly. For example, the average person cannot tell the difference between a business with a restaurant permit and a business with a café permit. This caused confusion when the smoking ban took effect. What do you think of the idea of simplifying the system of liquor regulation?

3. Each year, home improvement contractors generate more complaints than any other trade. What can be done to reduce consumer dissatisfaction in this area?
