PRISON POPULATION STATISTICS OVER THE LAST FIVE YEARS

You asked for the following prison population statistics at six month intervals for the last five years: the supervised and incarcerated populations, the non-sentenced population, and the number of Connecticut inmates in Virginia. You also asked for the number of Department of Correction (DOC) admissions and discharges annually for the last five years.

The following tables and figures display information provided by DOC and the Office of Fiscal Analysis, with the most recent data first.

DOC TOTAL SUPERVISED AND INCARCERATED POPULATIONS

The total population supervised by DOC grew from 17,746 on January 1, 1999 to 20,262 on January 1, 2004, an increase of 14%. The peak occurred on January 1, 2003 with a total supervised population of 20,988.

The incarcerated population grew from 16,104 on January 1, 1999 to 18,522 on January 1, 2004, an increase of 15%. The peak occurred on January 1, 2003 with an incarcerated population of 19,216.

Table 1 and Figure 1 display the total supervised population and incarcerated population at six month intervals from January 1, 1999 to January 1, 2004

NON-SENTENCED INCARCERATED POPULATION

The non-sentenced population includes inmates held pre-trial and inmates held after conviction but before sentencing. As indicated below, the data is not entirely compatible because some of the numbers also include some inmates held on federal charges, immigration detainees, and individuals on special parole.

Table 2 displays the non-sentenced population at six month intervals from January 1, 1999 to January 1, 2004.

CONNECTICUT INMATES TRANSFERRED TO VIRGINIA FACILITIES

Table 3 shows the number of Connecticut inmates transferred to Virginia facilities at six-month intervals since the state entered a contract with the Virginia Department of Correction. The law (CGS § 18-86b) and the contract with Virginia authorize the state to send up to 500 inmates to Virginia (a new law allows the state to enter a contract to send up to 2,000 additional inmates out-of-state but DOC has not yet signed a contract). Table 3 shows that for most of this period the number of Connecticut inmates in Virginia was at or near the 500 inmate limit.

DOC ANNUAL ADMISSIONS AND DISCHARGES

The number of admissions to DOC declined from 1999 to 2000, increased during the next two years, and declined again in 2003. Overall, the number of annual admissions increased from 1999 to 2003 by 9%.

Table 4 and Figure 2 show the annual admissions to DOC for each year from 1999 to 2003.

The number of discharges from DOC declined from 1999 to 2000 and increased each year since then. Overall, the number of annual discharges increased from 1999 to 2003 by 13%.

Table 5 and Figure 2 show the annual discharges from DOC for each year from 1999 to 2003.
