AN ACT CONCERNING LOCAL SHARE OF FUNDING FOR SCHOOL CONSTRUCTION PROJECTS AND CONCERNING GRADUATION DATES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2004) Notwithstanding any provision of chapter 173 of the general statutes or any regulations adopted under said chapter, if the town, whose school district is the priority school district pursuant to section 10-266p of the general statutes, as amended, with the largest student enrollment as of October 2003, uses federal funds received by the town to finance school construction projects pursuant to said chapter 173, such funds shall be deemed to be part or all of the town's local share for such projects.

Sec. 2. (Effective from passage) Notwithstanding section 10-16l of the general statutes, for the school year ending June 30, 2004, any local or regional board of education that, prior to May 1, 2004, scheduled a graduation date for students in grade twelve and has been forced to close a high school building for emergency repairs, may hold a graduation ceremony on the scheduled date, provided such high school continues to provide for at least one hundred eighty days and nine hundred hours of actual school work for such school year.
