You asked if any states allow motor vehicles to be registered at town halls rather than at state offices.
We examined the laws of the other New England states along with New York and New Jersey. Maine and New Hampshire allow people to register a vehicle for the first time at selected town and city halls (Maine: 29-A M. R. S. A. § 401; New Hampshire R. S. A. 261 § 74-a). Vermont allows people to renew their registration at their town hall (23 V. S. A. § 6). We have included copies of the laws.
We also discovered that five of these states allow people to renew their motor vehicle registration online. Following is the Web sites for each state that does so.
