You asked what was the prison population, Department of Correction budget, cost per inmate, and crime rate from 1994 to 2001.
SUMMARY
The total prison population increased from 14,125 on July 1, 1994, to 17,700 on July 1, 2001, an increase of 25%. During this same period the sentenced population increased from 11,659 to 14,230, a 22% increase, and the accused population increased from 2,455 to 3,470, a 41% increase.
Table 1 indicates, for July 1 of each year, the total number of accused, sentenced, and incarcerated prisoners from 1994 to 2002. (We included the 2002 figures, which show a continuation of the upward trend. )
The average daily cost for each inmate increased from $ 66. 10 in Fiscal Year 1993-1994 to $ 74. 05 in Fiscal Year 2000-2001, an increase of 12%. Table 2 indicates the average daily cost for each fiscal year from this period.
From 1994 to 2001 the crime rate reported by the Connecticut Department of Public Safety decreased from 4,552 offenses per 100,000 people in 1994 to 3,123 in 2001. Table 3 and Graph 1 show the Connecticut crime rate from 1994 to 2001.
Table 4 and Graph 2 show the violent crime rate from 1994 to 2001, and Table 5 and Graph 3 show it for property crime.
Table 6 shows the crime rate for each of the offenses that are used to determine the crime rate reported by the Department of Public Safety (murder, rape, robbery, aggravated assault, burglary, larceny, and motor vehicle theft).
PRISON POPULATION
Table 1 shows the prison population as of July 1 of each year from 1994 through 2002. It includes a separate breakdown for accused and sentenced inmates. Accused inmates are those who are awaiting trial as well as those who are awaiting sentencing.

AVERAGE DAILY COST FOR EACH INMATE
The average daily cost for each inmate increased from $ 66. 10 in Fiscal Year 1993-94 to $ 74. 05 in Fiscal Year 2000-01. Table 2 shows the average daily cost for each Fiscal Year from Fiscal Year 1993-94 through 2000-01.
