BRIDGEPORT HISTORICAL MEDICAL ASSISTANCE ENROLLMENTS

You asked for enrollment figures for Bridgeport for the following medical assistance programs from 1995 to the present: General Assistance and State-administered General Assistance (SAGA); HUSKY A (which is family Medicaid managed care); total Medicaid (which includes families in managed care plans as well as elderly, blind, and disabled people, who are enrolled in Medicaid fee-for-service); HUSKY B (which provides subsidized health insurance for children in families with incomes above Medicaid levels, i. e. , 185% to 300% of federal poverty level and allows uninsured children in families with higher incomes to enroll on an unsubsidized basis), and ConnPACE (Connecticut Pharmaceutical Assistance Contract to the Elderly).

Table 1 below shows the average monthly number of recipients for the years you requested, except that the Department of Social Services which provided us with the information did not have the number of general assistance medical cases for Bridgeport before FY 1996-97. This was the year when all towns except Norwich stopped administering their own general assistance programs and became part of the new SAGA program. Family medical assistance information for Bridgeport was also not available for FY 1994-95, since this was before welfare families were enrolled in the new managed care HUSKY A program.

Table 2 shows the HUSKY B enrollees in Bridgeport to the extent available. The program began in 1998 but enrollment figures were apparently not reported by town until October 2000.
