QUESTIONS FOR COMMISSIONER OF ADMINISTRATIVE SERVICES NOMINEE | ||

CURRENT ISSUES
1. A bill (SB 50) has been introduced that would transfer the functions of the information technology and public works departments to the Department of Administrative Services (DAS). What changes would have to be made before DAS could assume these functions? Are these transfers feasible?
2. A bill (HB 6094) has been proposed that would prohibit state agencies from conducting business with publicly traded corporations that reincorporate outside the territorial limits of the U. S. in order to reduce their tax liabilities. The DAS commissioner would develop and annually update a list of these corporations. How would you go about compiling such a list? Would you need additional staff to assume this responsibility?
3. A bill (SB 754) that was first introduced last year would prohibit an agency from contracting to have a private person or entity provide services currently provided by regular state employees unless the agency, in consultation with the DAS, compares the costs and benefits (including quality) of privatizing services with not privatizing them. Please describe the current process for privatization.
ISSUES RELATING TO AGENCY RESPONSIBILITIES AND PROCEDURES
1. How is the department’s system working that notifies potential bidders of requests for proposals for commodities of interest to them? Explain how it works?
2. Under the state Minority & Small Contractors’ Set-Aside Program, 25% of state funded purchases are set aside for small businesses. And 25% of that amount is reserved for small minority- or women-owned businesses. What efforts are made to assure that the state reaches these goals? Are the goals met annually?
3. As the state agency responsible for disposing of tangible surplus state property, what criteria does DAS use to determine that property is no longer of use to the state? Do municipalities have a right of first refusal with respect to such property? What is the current process for notifying the public when surplus property is being auctioned?
