CURRENT ISSUES
1. In response to 9/11, we passed a law broadening your authority to decide whether to disclose to the public security-related records of most state and local government buildings. Have you exercised this authority? If so, when? If not, under what circumstances would you keep these records confidential?
2. Last year the Program Review and Investigations Committee completed an exhaustive study of the process for disposing of surplus state property? How could the existing cumbersome process be more efficient? How much surplus property is there presently?
3. A bill has been introduced that would eliminate the Department of Public Works and assign its functions to the Department of Administrative Services. What are your views on this legislation?
4. There have been numerous complaints of health problems associated with 25 Sigourney Street, which most recently housed revenue services and social services employees. Is 25 Sigourney Street a sick building? Could the problems associated with it have been detected before the state purchased it in 1995? If so, why were they not detected?
ISSUES RELATING TO AGENCY OPERATIONS AND PROCEDURES
1. You have the authority to keep a list of contractors who fail to perform on construction contracts. Do you keep a debarment list? If so, how do you determine who goes on it and for how long? If not, why?
2. The Office of Policy and Management, Office of the Comptroller, and the Department of Public Works are responsible for keeping an inventory of state-owned property. Is there a comprehensive list of state property, including vacant land and open space?
3. What is the current process for determining when the state should buy rather than rent additional space that agencies need?
4. How many construction projects is the department currently involved in? What is the status of these projects?
