AN ACT ADDRESSING THE SCHOOL ADMINISTRATOR SHORTAGE

SUMMARY:

This bill requires the Department of Higher Education (DHE) to consult with the Department of Education (SDE) and develop a plan for a pilot alternate route to certification program for beginning school administrators. The higher education commissioner must report on the plan to the Education and Higher Education and Employment Advancement committees by February 1, 2004. The report must include information on the funding necessary to implement the plan.

*House Amendment "A" replaces the requirement that a pilot program be developed with available appropriations with a requirement that a plan for it be developed. Also, it eliminates provisions that would have required (1) the pilot program to include mentored apprenticeships and (2) the SDE to consult with DHE and develop a plan for a beginning administrator support and assessment program to train school administrators.

EFFECTIVE DATE: July 1, 2003
