AN ACT CONCERNING THE DELIVERY OF DENTAL SERVICES UNDER THE MEDICAID PROGRAM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) On or before July 1, 2004, the Commissioner of Social Services shall revise the Connecticut Medical Assistance Program Provider Manual to enact measures that shall enhance and expedite the delivery of dental services to persons eligible for such services under the Medicaid program. Such measures shall include, but not be limited to: (1) Simplifying the application process for providers of dental services to the extent permitted by federal law; and (2) streamlining the renewal form for current dental providers whose provider information has not changed in the preceding two years.

Sec. 2. (NEW) (Effective July 1, 2003) (a) Not later than July 1, 2004, and prior to the implementation of a state-wide dental plan that provides for the administration of the dental services portion of the department's medical assistance, the Commissioner of Social Services shall amend the federal waiver approved pursuant to Section 1915(b) of the Social Security Act. Such waiver amendment shall be submitted to the joint standing committees of the General Assembly having cognizance of matters relating to human services and appropriations and the budgets of state agencies in accordance with the provisions of section 17b-8 of the general statutes.

(b) Prior to the implementation of a state-wide dental plan that provides for the administration of the dental services portion of the department's medical assistance program, the Commissioner of Social Services shall review eliminating prior authorization requirements for basic and routine dental services. In the event the commissioner promulgates regulations to eliminate such prior authorization requirements, the commissioner may implement policies and procedures for the purposes of this subsection while in the process of adopting such regulations, provided the commissioner prints notice of intention to adopt the regulations in the Connecticut Law Journal within twenty days of implementing the policies and procedures.
