CONNECTICUT LOTTERY CORPORATION'S MARKETING PLAN | ||

You asked how the Connecticut Lottery Corporation (CLC) responds to the Hartford Courant articles (October 6 and 7, 2002) suggesting that its marketing plan is designed to sell certain lottery games to low-income people.
According to CLC, it does
not have a marketing plan as such. By definition, many marketing plans specifically identify and develop strategies to target potential customers. Because we are a quasi-public entity charged with the development and distribution of gaming products that are fair and ethically marketed, we do quite the opposite . . . . [I]n keeping with our mission statement, we develop and distribute a wide variety of products that will appeal to a wide variety of individuals within this population (letter dated 12/6/2002).
CLC also informed us that its mission is
[to] create and implement lottery products that are designed to be fair, honest, entertaining and appealing to a broad player base and to promote the Corporation's products through responsible advertising and public relations initiatives.
CLC's marketing guidelines (attached) does not address the subject of ticket sales, except with regard to underage persons.
