DISTRIBUTION OF DPH LISTS TO TOWNS
By: John Kasprak, Senior Attorney
You asked for information on the process followed by the Department of Public Health (DPH) for distribution of lists of certain licensees to town clerks, as required by CGS § 20-226.
REQUIREMENTS OF CGS § 20-226
This statute requires DPH to forward to the town clerk or registrar of vital statistics, by September 10 annually or as soon as possible afterwards, verified lists of the names of all (1) licensed funeral directors, (2) licensed embalmers, (3) student funeral directors and (4) student embalmers. These lists must be kept on file in the local office receiving them.
DPH PROCESS
Apparently, DPH has been sending these lists to local health directors instead of the town clerk or registrar of vital statistics, with the most recent notification occurring in January 2002. The DPH individual responsible for this activity left the department and a new person is now in charge of it. DPH intends to issue the lists to town clerks on October 1 annually, beginning this year. Since funeral director and embalmer licenses expire June 30 annually, DPH believes October 1 is a reasonable time by which the lists will be available. There is no fee to the towns for providing these lists according to DPH.
