PAY OF COMMISSIONERS, DEPUTY COMMISSIONERS, DURATIONAL MANAGERS, AND TRANSITIONAL MANAGERS | ||

You asked us to provide the names, salaries, and appointment dates of all commissioners, deputy commissioners, durational project managers, and transitional managers employed by the state.
SUMMARY
Based on Department of Administrative Services (DAS) payroll data dated November 22, 2002, the state employs 133 people in these four groups. Their total salary is $ 13. 4 million, and their average pay is $ 100,838.
There are 25 commissioners, acting commissioners, or the equivalent, and the state pays them an average of $ 128,476 each. The pay range for this group is $ 84,456 to $ 178,000.
The state executive agencies and constitutional offices have 42 deputy commissioner or equivalent positions. The average salary is $ 114,303, with a range of $ 86,989 to $ 140,272.
The state executive agencies and constitutional offices have 66 transitional or durational project managers. The average salary is $ 81,800 with a range of $ 41,760 to $ 125,120.
Table 1 provides the names, departments, salaries, and appointment dates of each of the 133 employees. (For separate reports on the salaries of deputy commissioners, and transitional and durational managers, see OLR reports 2002-R-0929 and 2002-R-0930, respectively).
TITLE DESCRIPTIONS
Commissioners and Deputy Commissioners
For commissioners and deputy commissioners, Table 1 includes: (1) acting commissioners or deputies and deputies to the constitutional officers (attorney general, comptroller, secretary of the state, and treasurer). The table also includes titles comparable to commissioner for the agencies (Office of Policy and Management, Department of Information Technology, and the Military Department) that do not use that title. These figures do not include executive directors, deputy, or assistant executive directors.
The table does not include upper level education and higher education positions as they are governed by separate boards and handled outside the DAS payroll system. These include deputy or associate commissioners in the departments of Education and Higher Education and presidents and vice presidents at the University of Connecticut and the Connecticut State University system. Nor does the table include commissioners in the Department of Public Utility Control since their positions are not funded out of the General Fund and they do not appear on the DAS payroll system.
Transitional and Durational Project Managers
According to DAS, the transitional manager job description is used in two ways as a managerial position: (1) where duties are not fully defined due to significant reorganization and (2) when a manager position is being eliminated due to reorganization and a new position is being created. This classification is reserved for current state employees.
Durational project manager is used when an agency makes a special inquiry, investigation, or installation pursuant to statutes allowing such appointments to be exempt from classified state service (CGS § 5-198(n)). Appointments are usually for periods no longer than three years unless the DAS commissioner approves a formal request documenting the need to extend the position.
