SALARIES OF TRANSITIONAL AND DURATIONAL PROJECT MANAGERS | ||

You asked for the salaries, names, and appointment dates of all state transitional and durational project managers. You also asked for similar data for all state deputy commissioners or equivalent positions; that information will be forwarded shortly in a separate report.
Based on information provided by the Department of Administrative Services (DAS) the state executive agencies and constitutional offices have 66 transitional or durational project managers as of November 15, 2002 (see Table 1). The average salary is $ 81,800. The combined annual salary for these positions is $ 5. 39 million.
According to DAS the transitional manager job description is used in two ways, as a managerial position (1) utilized where duties are not fully defined due to significant reorganization, or (2) undergoing transition from a manager position being eliminated due to reorganization to a new position. This classification is reserved for current state employees.
Durational project manager is used when an agency makes a special inquiry, investigation, or installation pursuant to statutes allowing such appointments to be exempt from classified state service (CGS § 5-198(n)). Appointments are usually for periods no longer than three years unless the DAS commissioner approves a formal request documenting the need to extend the position.
The Judicial Department and Legislative Management each report that they have no positions with these titles.
