COMMUNITY BEDS
The Department of Children and Families (DCF) and the Judicial Department have 57 beds available for delinquent girls in locked or otherwise secure facilities in the community. DCF serves around 325 delinquent girls a year in a variety of settings. In addition to the 35 beds at Long Lane and 14 in Riverview Hospital (reserved for delinquent children with mental health problems), all of which are locked at night and during parts of the day, it has available
_ 22 beds in a locked facility (Steppingstone in Waterbury),
_ 20 in a "staff secure" facility (Touchstone in Litchfield) where the staff to resident ratio is supposed to assure that patients cannot leave without permission, and
_ 84 in unsecured residential treatment facilities.
DCF may place a few girls in group homes, shelters, and independent living arrangements; many others are placed on parole in the community.
The Judicial Department reports having 58 beds available for delinquent girls. Forty-three (43) are in detention centers and are locked; the remaining 15 are in a staff secure facility in the community.
