BOND SET FOR PRETRIAL INMATES
By: Sandra Norman-Eady, Chief Attorney
You asked a follow-up question to the one raised in revised OLR Report 2002-R-0525. Specifically, you wanted to know the bonds set for pretrial inmates charged with offenses that constitute at least two percent of the total number of accused people in prison on any particular date (i. e. , the inmates listed in Table 4 of the revised report).
The Department of Correction (DOC) gave us a breakdown of bonds set for the incarcerated pretrial population fitting your description on July 11, 2002. Table One shows that less than one-half (45. 2%) of the 1,712 incarcerated pretrial population on that date had bonds of $ 100,000 or more. The bonds shown represent the total bonds set, rather than the 10% cash bond that an inmate would have to pay to be released from custody.
Although the date DOC used to gather data for this report is different than that used in 2002-R-0525 (July 11, 2002 v. March 31, 2002), the offenses the pretrial inmates are charged with violating are the same. These are: murder, first-degree robbery, first-degree assault, first-degree larceny, risk of injury to a minor, third-degree burglary, third-degree assault, sale of narcotics by non-dependent person, sale of hallucinogen or narcotics, sale of heroin or cocaine by non-dependent person, possession of narcotics, second-degree failure to appear, and violation of probation.
