You asked how many people are registered on the Do Not Call List administered by the Department of Consumer Protection (DCP) and how much the program costs the state.
SUMMARY
There are 466,147 households registered on DCP's Do Not Call List, as of November 2002.
The costs of the program have been absorbed into the department's costs of operating its consumer hotline, according to the Office of Fiscal Analysis.
ENROLLMENT
Table 1 displays the monthly Do Not Call registration enrollment from May 2001 through November 2002. A registration may have up to 3 individual consumers and up to 3 telephone numbers per registration. It represents a "household" registration. Figure 1 displays the same information graphically.

COST
According to the Office of Fiscal Analysis, DCP's expenses for its toll-free telephone hotline increased by at least $ 5,000 per month during the first year of the No-Call program, (FY 2001). After the first year, the expenses returned to normal-approximately $ 2,000 per month.
The list is managed by the Direct Marketing Association. It is distributed quarterly to the vendors who are charged for this service.
DCP did not hire additional staff. One information technology person and one clerical person are assigned to this program on a part-time basis. All program costs have been absorbed in the agency's budget.
