You asked whether towns are restricted to a single vendor for design work on municipal public works projects.
A town is subject to its charter and ordinance provisions on selecting an architect or designer for its public works projects. They may require the town to choose the lowest qualified bidder. State law on municipal powers gives towns the authority to pass an ordinance establishing competitive bidding requirements of contract awards (CGS § 7-148v).
State law does not regulate the selection process at the municipal level, according to Steve Kitowitz of the Department of Public Works. The state Department of Education's website shows different architects selected by municipalities for school construction projects (School Construction Projects/Architect Listing).
