Table of Contents Sec. 31-386. Definitions. When used in this chapter, unless the context otherwise
requires: Sec. 31-387. State bonds for grants to municipalities. (a) The State Bond Commission shall have the power, in accordance with the provisions of this chapter, from
time to time, to authorize the issuance of bonds of the state in one or more series and
in principal amounts not exceeding in the aggregate four million two hundred fifty-three
thousand three hundred forty-eight dollars. Sec. 31-388. Employment projects eligible for state assistance. Requirements.
(a) Any emergency municipal public works employment project, to be eligible for state
financial assistance under this chapter, subject to approval by the commissioners, shall:
(1) Have an estimated cost, as determined by the Commissioner of Economic and Community Development and the Labor Commissioner in consultation with the Commissioner of Public Works, not in excess of five hundred thousand dollars, except that a
project with a higher cost may be authorized in the discretion of the commissioners if
it particularly fulfills the purpose of this chapter; (2) be such that in the judgment of the
Commissioner of Economic and Community Development and the Labor Commissioner in consultation with the Commissioner of Public Works, construction may begin
within seventy-five days of final approval as herein provided; and (3) have received the
certification of the Labor Commissioner that such project is located in an eligible labor
market area or will draw employees from such an area. Unemployed persons to be hired
by a municipality under this chapter shall be referred to such municipality through the
Connecticut State Employment Service. Sec. 31-389. Project grants. Determination of amount. (a) The state, acting by
and in the discretion of the commissioners, and with the approval of the Secretary of
the Office of Policy and Management, may enter into a contract with an eligible municipality for state financial assistance for any eligible emergency municipal public works
employment project in the form of a grant to such eligible municipality. Any such grant
shall be in an amount not in excess of the cost of the project for which such grant is
made, as determined and approved by the Labor Commissioner and the Commissioners
of Economic and Community Development and Administrative Services. In accordance
with any such contract, the state may make temporary advances to such municipality
for the cost of such project. Sec. 31-390. Project regulations and supervision. (a) The Labor Commissioner
and the Commissioners of Economic and Community Development and Public Works
shall have the right of inspection of any such project at any time. Sec. 31-391. State bonds. (a) All of the provisions of section 3-20 which are not
inconsistent with the provisions of this chapter are hereby adopted and shall apply to all
bonds authorized by the State Bond Commission pursuant to this chapter, and temporary
notes in anticipation of the money to be derived from the sale of any such bonds so
authorized may be issued in accordance with said section and from time to time renewed.
Such bonds shall mature at such time or times not exceeding twenty years from their
respective dates as may be provided in or pursuant to the resolution or resolutions of
the State Bond Commission authorizing such bonds.

(a) "Commissioners" means the Commissioner of Economic and Community Development and the Labor Commissioner;
(b) "Unemployment rate" means the rate of unemployment within any labor market
area in the state as determined by the Labor Commissioner by computing the percentage
of the work force within such labor market area which was unemployed during the
month of March, 1975;
(c) "Eligible municipality" means any municipality with an unemployment rate
equal to or greater than seven per cent of its work force in March, 1975, as certified by
the Labor Commissioner;
(d) "Eligible labor market area" means a labor market area, as determined by the
Labor Commissioner, with an unemployment rate equal to or greater than seven per
cent of its work force in March, 1975, as certified by said Labor Commissioner; and
(e) "Emergency municipal public works employment project" means any municipal
public works project considered by said commissioners for state financial assistance
under this chapter.

(b) The proceeds of the sale of said bonds shall be used for the purpose of making
grants to municipalities to finance emergency municipal public works employment projects as hereinafter provided.

(b) Any emergency municipal public works employment project, eligible for such
assistance under this chapter, may include but not be limited to: (1) The reconstruction
or repair of town roads; (2) the improvement of parks and other public open spaces
through landscaping and the construction of playgrounds, structures, buildings and
tracts; (3) the restoration of places and structures of historical interest; (4) the construction and improvement of public buildings and lands for educational, recreational, service, ornamental or other public purposes or uses; (5) the construction or repair of public
sewers; (6) the rehabilitation of municipally owned commercial or industrial sites and
structures; and (7) projects particularly intended to help develop work skills.
(c) (1) Subject to approval by the Governor of the allotment of the principal amount
of authorized bonds, in accordance with subsection (g) of section 3-20, the commissioners may approve the initiation of an eligible emergency municipal public works employment project provided sufficient funds are available within the allocation hereinafter
provided. (2) The sum of five hundred thousand dollars shall be allocated to each eligible
labor market area in the state. In the distribution of said allocation among the municipalities in each eligible labor market area, the commissioners shall give preference to those
municipalities with the highest unemployment rates. (3) In addition, an amount shall
be allocated to each eligible labor market area equal to the quotient of the total number
of unemployed in such eligible labor market area during the month of March 1975,
divided by the total number of unemployed in all eligible labor market areas of the state
during said month of March 1975, multiplied by the total unallocated funds remaining
after the allocations made pursuant to subdivision (2) of this subsection.
(d) The commissioners, in selecting projects to be approved under this chapter, shall
give priority to projects designed to be models so that knowledge of how to expand and
successfully complete emergency municipal public works employment projects to help
the state and its citizens, shall be improved. The commissioners shall give priority to
particularly impacted areas and shall consider the needs of cities, suburban areas and
smaller municipalities.
(e) No later than October 1, 1975, eligible municipalities within eligible labor market areas, shall submit to the commissioners, on a form prescribed by the commissioners,
a list of projects to be considered by the commissioners as eligible emergency municipal
public works employment projects. Such municipalities, in the selection of projects for
application to the commissioners, shall give priority to projects: (1) The construction
of which will be labor intensive, (2) that will not require a period in excess of seventy-
five days to commence construction, (3) that will not require major nonemployment
producing expenditures and (4) that, whenever possible, will add to the economic potential of the state.
(f) No person in the employ of a municipality, at the time such municipality makes
application to the commissioners hereunder, shall be employed in any such project without the specific approval of the commissioners.
(g) The commissioners shall submit quarterly to the joint standing committees of
the General Assembly having cognizance of matters relating to state finance, revenue
and bonding, labor and industrial relations and economic development, a report in a
form prescribed by said committees setting forth the status of all applications received
hereunder.

(b) Before entering into such contract the commissioners shall have approved an
application submitted by such municipality on forms provided by the commissioners.
(c) No such project shall be undertaken until the commissioners have approved the
plans, specifications and estimated costs.

(b) The Labor Commissioner and the Commissioners of Economic and Community
Development and Public Works and the Secretary of the Office of Policy and Management are authorized to make orders, establish guidelines and adopt regulations under
the provisions of chapter 54 with respect to the implementation of this chapter.
(c) At the request of the commissioners, any agency or department of the executive
branch shall advise and assist the commissioners in the implementation of this chapter.

(b) None of said bonds shall be authorized except upon a finding by the State Bond
Commission that there has been filed with it a request for such authorization, which is
signed by the Secretary of the Office of Policy and Management or by or on behalf of
such state officer, department or agency and stating such terms and conditions as said
commission, in its discretion, may require.
(c) Said bonds issued pursuant to this chapter shall be general obligations of the
state and the full faith and credit of the state of Connecticut are pledged for the payment
of the principal of and interest on said bonds as the same become due, and accordingly
and as part of the contract of the state with the holders of said bonds, appropriation of
all amounts necessary for punctual payment of such principal and interest is hereby
made, and the Treasurer shall pay such principal and interest as the same become due.
