TITLE OF BILL:
AN ACT CONCERNING THE CONNECTICUT INDEPENDENT COLLEGE STUDENT GRANT PROGRAM.

REASONS FOR BILL:
Sect. 1. Starting in FY 2002-03, this bill requires the Board of Governors of Higher Education to increase its requested appropriation for the CT Independent College Student grant program from 17% to 25% of General Fund spending for each full-time equivalent UConn and CSU undergrad. Sect. 2. This bill changes the minimum amount of the CICS appropriation that independent colleges must reserve for work-study placements.
RESPONSE FROM ADMINISTRATION/AGENCY:
Judith B. Greiman, President CT Conference of Independent Colleges: Supports this bill which changes the CICS funding formula by increasing the statutorily mandated funding goal and amends the community service requirement of the program by updating the base for calculation purposes.

Julie B. Savino, Dean of University Financial Assistance, Sacred Heart University:
Continued support is needed to address the unmet need of many CT students not only at Sacred Heart University but also among the other Independent Colleges in CT.
Dominick Yoia, Director of Financial Aid at Quinnipiac University: Parental debt is being overlooked substantially. Many have more than one child attending college with others soon to enter. Very important to help those parents from having to empty their retirement accounts and having to remortgage their homes.
