
Substitute Senate Bill No. 1305
AN ACT CONCERNING AUTHORIZATION OF STATE GRANT COMMITMENTS FOR SCHOOL BUILDING PROJECTS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. The Commissioner of Education having reviewed applications for state grants for public school building projects in accordance with section 10-283 of the general statutes on the basis of priorities for such projects and standards for school construction established by the State Board of Education, and having prepared a listing of all such eligible projects ranked in order of priority, including a separate schedule of previously authorized projects which have changed substantially in scope or cost, as determined by said commissioner together with the amount of estimated grant with respect to each eligible project, and having submitted such listing of eligible projects, prior to December 15, 2000, to a committee of the General Assembly established under section 10-283a of the general statutes for the purpose of reviewing such listing, is hereby authorized to enter into grant commitments on behalf of the state in accordance with said section 10-283 with respect to the priority listing of such projects and in such estimated amounts as approved by said committee prior to February 1, 2001, as follows:

Sec. 2. Notwithstanding the provisions of section 10-292 of the general statutes or any regulation adopted by the State Board of Education requiring that a bid not be let out until plans and specifications have been approved by the Department of Education's school facilities unit, the town of Norwich may let out for bid on and commence a project for asbestos removal (Project Number 104-094) at Kelly Middle School and shall be eligible to subsequently be considered for a grant commitment from the state, provided plans and specifications have been approved by the Department of Education's school facilities unit.
Sec. 3. Notwithstanding the provisions of section 10-292 of the general statutes or any regulation adopted by the State Board of Education requiring that a bid not be let out until plans and specifications have been approved by the Department of Education's school facilities unit, the town of Tolland may let out for bid on and commence extension and alteration projects (Project Numbers 142-064 and 142-065) at Birch Grove Primary School and Tolland High School and shall be eligible to subsequently be considered for grant commitments from the state, provided plans and specifications have been approved by the Department of Education's school facilities unit.
Sec. 4. Notwithstanding the provisions of section 10-283 of the general statutes and any regulation adopted by the State Board of Education requiring that the scope of a school building project be set at the time of application for a school building project grant, the town of Groton may change the scope of the extension and alteration projects at Pleasant Valley and S. B. Butler Schools (Project Numbers 059-171 EA and 059-172 EA) to renovation projects and enlarge the scope of the new Eastern Point School (Project Number 059-168 N).
Sec. 5. Notwithstanding the provisions of section 10-292 of the general statutes or any regulation adopted by the State Board of Education requiring that a bid not be let out until plans and specifications have been approved by the Department of Education's school facilities unit, the town of Wallingford may let out for bid on and commence a renovation project (Project Number 148-133 RE) at Cook Hill School and shall be eligible to subsequently be considered for a grant commitment from the state, provided plans and specifications have been approved by the Department of Education's school facilities unit.
Sec. 6. Section 3 of special act 00-10 is amended to read as follows:
Notwithstanding any provision of chapter 173 of the general statutes or any regulation adopted by the State Board of Education pursuant to said chapter, the town of New Britain shall be eligible for a school building project grant and progress payments for an administrative facility which is constructed using a design and build method of construction. Each design phase shall be reviewed and approved for compliance with all applicable codes by local authorities having jurisdiction over such codes. The provisions of section 10-287 of the general statutes relative to bidding all orders and contracts for school building construction shall not apply to this project.
Sec. 7. Notwithstanding the provisions of section 10-283 of the general statutes, or any regulation adopted pursuant to said section, the code violation and heating, ventilation and air conditioning project at Plainfield High School in Plainfield is included in subdivision (1) of section 1 of this act and shall be eligible to be subsequently considered for a grant commitment from the state, provided the school district files an application for such school building project prior to June 30, 2001, and meets all other provisions of chapter 173 of the general statutes and any regulation adopted by the State Board of Education pursuant to said chapter.
Sec. 8. Notwithstanding the provisions of section 10-283 of the general statutes, or any regulation adopted by the State Board of Education requiring that the description of a project type for a school building project be made at the time of application for a school building project grant, the town of Simsbury may change the description of the project for a new high school (Project Number 128-092N) to an extension and alteration project at Simsbury High School.
Sec. 9. Notwithstanding the provisions of section 10-292 of the general statutes or any regulation adopted by the State Board of Education requiring that a bid not be let out until plans and specifications have been approved by the Department of Education's school facilities unit, the town of Hartford may let out for bid on and commence projects for roof replacement and oil tank replacement (Project Numbers 064-235RR/OT, 064-239 RR/OT, 064-240 RR/OT, 064-241 RR, 064-242 OT, 064-243 OT, 064 244 OT) at Fox Middle School, Simpson Waverly School, Mt. Laurel School, Fred D. Wish School, Mark Twain School, Barbour School and Rawson School and shall be eligible to subsequently be considered for grant commitments from the state, provided plans and specifications have been approved by the Department of Education's school facilities unit.
Sec. 10. Notwithstanding the provisions of section 10-283 of the general statutes, or any regulation adopted by the State Board of Education requiring that the description of a project type for a school building project be made at the time of application for a school building project grant, the town of Hartford may expand the scope of the expansion and renovation project at Parkville School (Project Number 064-179E) to include a roof replacement.
